The Most Important Requirements at a Glance

Basic Requirements

To receive Bürgergeld, you must generally:

  1. Be at least 15 years old and not yet have reached retirement age
  2. Be employable (able to work at least 3 hours per day)
  3. Be in need (your income and assets are not sufficient)
  4. Have your usual residence in Germany

Employability

A person is considered employable who can work at least three hours per day under the usual conditions of the labor market. This is a medical assessment that does not depend on:

  • The current labor market situation
  • Your qualification
  • Your previous profession

Neediness

A person is in need who cannot secure their livelihood independently or sufficiently and also does not receive sufficient help from others (e.g., from relatives or other social security providers).

For assessing neediness, the following are counted:

  • Income (after deduction of allowances)
  • Assets (above the allowances)

Special Situations

  • Trainees: In principle, trainees entitled to BAföG or BAB are excluded from Bürgergeld, but there are many exceptions.
  • Under 25 years: Special rules apply to them regarding moving out and their own benefit community.
  • Persons in institutions: After more than 6 months in a residential institution, there is generally no entitlement to Bürgergeld.
  • Old-age pensioners: They are not entitled to Bürgergeld, but to basic security in old age.

The Application Process at a Glance

  1. Submit application to the responsible Jobcenter (in person, in writing or online)
  2. Submit documents (income certificates, bank statements, rental agreement, etc.)
  3. Processing by the Jobcenter
  4. Decision on approval or rejection
  5. If approved: Monthly payment of benefits

  • Parental allowance
  • Maintenance
  • BAföG or BAB (for trainees)

Only if these benefits are not sufficient or do not apply does Bürgergeld serve as a “safety net”.
