Transition from Hartz IV to Bürgergeld

This page highlights the most important differences between the former “Hartz IV” system and the new Bürgergeld. It provides a detailed comparison of the regulations and explains the background of the reform.

The Most Important in Brief

  • Bürgergeld has been the central basic security benefit in Germany since January 1, 2023 and replaced the former “Unemployment Benefit II” (Hartz IV).

  • The benefit is aimed at employable people in need between 15 years and retirement age as well as their family members in the benefit community.

  • Bürgergeld includes the standard need for living expenses, housing costs, possibly additional needs and other support services.

  • Compared to the previous system, Bürgergeld brings higher standard rates, more generous asset regulations, stronger support for qualification and a more cooperative relationship between Jobcenter and benefit recipients.

  • The grace period of 12 months is an important innovation in which assets are protected and actual housing costs are covered.

  • Sanction regulations have been reformed and subjected to milder regulations.
